Public Art Curatorial Opportunity
Expressions of interest are now open.
We would like to invite Expressions of Interest (EOI) from Cultural Producers and Project Curators with demonstrated experience working with mural artists as well as coordinating and delivering activities in placemaking contexts.
The successful applicant will work collaboratively with Council to identify and implement creative opportunities that support a strong destination narrative and economic revitalisation of the Cheltenham and Chelsea Activity Centres. The Kingston street art festival Project is to be delivered across a two-year period with the activation of Cheltenham in 2027 and Chelsea in 2028.
A two‑year delivery model is proposed for the street art festival, with a focus on presenting a dedicated festival weekend in one activity centre each year. This format may require artists to be available to prepare and paint murals across the designated festival days and lead up to the event, creating community engagement and interest as the artworks progress throughout the festival.
Murals have been identified by Council as a proven placemaking tool that delivers lasting visual amenity, strengthens local identity, and stimulates increased visitation and local spending. The 2027 and 2028 Kingston street art festival Project intends to enhance community wellbeing by fostering civic pride, belonging and encouraging social connection through creative participation.
Project outcomes include:

Increased local and cultural visitation to the area (increased footfall), and in turn stimulate economic return to small businesses in the Cheltenham and Chelsea Priority Activity Centres, catalysing future investment

Graffiti diversion through the addition of meaningful, engaging, site-specific artworks to improve perceived safety, visual amenity and pride

An established and recognisable cultural event identity that can be leveraged across multiple years, supporting coordinated marketing and communications, audience development and the positioning of Kingston’s activity centres as destinations for arts and cultural experiences.
Cultural Producers and Project Curators are invited to submit an EOI in response to the brief. A Public Art Evaluation Panel will review and assess the Expressions of Interest to select three applicants to further develop their response to the brief. Following the Stage 2 in-person presentation and evaluation, one applicant will be selected to collaborate on the project.

Expression of Interest Selection Criteria:
- Creative Merit – Communicates a strong curatorial vision in response to project outcomes and key deliverables presented in the brief
- Community benefit – Consideration of the Kingston community, ability to work with relevant community representatives, with opportunities to engage locals in the experience where possible
- Site Responsive – Demonstrated ability to deliver projects relevant to a community and place, presents an understanding of site
- Methodology – Curatorial approach to delivering placemaking opportunities with lasting impact, demonstrated experience collaborating with multiple stakeholders as demonstrated by support material
- Resourcing and Capacity – Demonstrated experience delivering public art projects and/or events of similar scale and budget, skills, and capacity of the applicant and any collaborators to deliver the project to a high standard
A Public Art Evaluation Panel will review and assess the Expressions of Interest to select three applicants to further develop their response to the brief.
No fees will be offered for responding to this Expression of Interest at Stage 1. Please submit in pdf format. EOI submissions will be accepted from Friday 1 May to Monday 25 May 2026 by 5pm.
